This is usually because the vendor doesn’t enumerate things within a vrf in the usual SNMP MIBs.
There are sometimes some super clunky workarounds using per-vrf snmp contexts, but these are a pain to use and we don’t support them (yet).

Subject: [Observium] SNMP - IPSEC VPN under VRF
Hi,
I am wondering if you can help. We have several Cisco 4331 routers which has IPSEC VPNs running inside a VRF, for some reason Observium is not able produce SNMP IPSEC tunnels within the VRF.
Is there something I am missing?
