Just sharing for others here.
We got this working perfectly in the end. JPGraph was working fine in the end, it was just our crontab that was silently broken and not running various jobs.
As soon as we fixed that, the billing graphs started working.

I already answered this the other day, it basically means that the billing poller isn't running, since there's no data in the table to graph.
