It's not the database, but it is indeed an incomplete installation. :)
It's just copy and paste, with big warning boxes; I'm not sure why this is a problem that occurs so regularly... :(

We don't usually bother trying to diagnose install errors as they're far more quickly fixed by reinstallation.
