Run the discovery with -d and see of its getting stuck at a certain point when the CPU begins to spike. It might be a case of an OID that is tickling a bug in the SNMP agent of the ASR.

After adding ASR 1002 (used as PPPOE termination) to Observium, CPU on ASR raised to 90%, and stayed that way, untill I blocked it (after 30 minutes). Normal CPU is aroiund 10%. Is this a normal? Don't think so.... ASR1002 has cca 5000 connected users.
