I guess what I am not getting, is, isn’t this the same “user/password” that is in config.php ?

I very much doubt reinstalling mysql will make any difference at all.
You probably want to try adding a user to mysql with the correct user/pass first.
We do give a. Nice copy/pasteable example for that...
