 yes, $config['http_proxy'] should work (not only for geocoding), but unfortunately user/pass for proxy not supported now..

I'd say they've not opened up a connection for you. Its also worth mentioning that if you're using Google you'll be limited to 2000 requests per day and will need googleapis.com to be allowed through the proxy.

I think mike added proxy options to the geocoding stuff. I'm not sure though, I've never used them.
