Or the CPU on the device is too high and won’t send SNMP data. I have stacks of 3750x’s that everyday around 1:00 P.M. EST will just stop responding for about
45 minutes. Why?

If Observium thinks a device is down it's either because it can't ping it, or it doesn't get an SNMP response from it.
Check you can snmpwalk the device from the Observium server.
It's always the firewall, or the acls.
