You might run through the installation docs again. There are some small but significant permissions changes that need to happen. The likely culprits are these.
For Ubuntu:
Create the directory to store RRDs in:
mkdir rrd chown www-data:www-data rrd
For RHEL/CentOS: mkdir rrd chown apache:apache rrd
