You're not being very specific about what on earth you're talking about and what you expect to happen.
There is practically zero chance of it not working, and with literally zero information beyond "why no work?????", there is no way to tell you what you are doing or expecting wrong.

I checked to see if I would get the patch when creating a new copy of observium through [svn co ... ] and yes it worked fine.
