Hi,
I suggest you run observium under another user. Also the cronjobs need to be running as the same user.
Try settings the html directory to the www user. # chown -R www:www html/ or on debian # chown -R www-data:www-data html/ Alt. you can try chmod the html directory.
Also could you send us the apache error log.
By default the apache web server does not run under root.
What OS do you use?

Apache error.log is logging debug level but I don’t see anything wrong there. Additionally , all observium files belong to root:root.
