I think it's a solid idea. 
With other systems i made it in the past.  its very useful while you are building a new rack you know that all is up at the end or even during the install.

I?m in favor of having an offline device add option. We would be able to add the device to Observium as part of the normal provisioning workflow, instead of post activation.
