Yes, we've noticed this, Mike was testing things on Ubuntu 13.10 as well. We'll probably update the docs soon (but hey, Ubuntu: you suck!).
If you don't want to specify the IP(ranges), you can also use Require all granted
Also something seemed to be up with the mcrypt module...
