Actually, it needs to be ifDescr equals FastEthernet4/0/3 - if using match, please use * where you're thinking the matching should happen, as to not raise expectations that are incorrect wrt "match" vs "equals" behaviour ;-)

You can manually add per-alert checker contacts using the 'alert_contacts' and 'alert_contacts_assoc' tables in the database. For email, the contact endpoint would be 'email'.
The editing UI for this isn't finished yet, and these tables might go away in future if we replace them with something else, but for now you can do it in here.
