[Observium] Hoosekeeping Biling/Groups

Hello,

We have users who have billing and groups permission but when we launch /opt/observium/housekeeping.php -b, the users loose their rights.

It seems the problem is linked to this log :

1 entity entries in tables 'entity_permissions' for non-existing devices will be deleted [y/N]:

Indeed, billing and groups doesn't be directly linked to devices.
