The irc channel is on irc.freenode.net, #observium. The VLAN tab should be in between ports and map.
I see this is a Cisco device, probably adam can shed a bit more light onto it. I myself am only familiar to "generic" Q-BRIDGE-MIB vlan polling, but the Cisco polling uses Cisco's own system.
You can run discovery with the -d switch and see what it's all doing or trying to do.

In my several installations the VLAN tab is working as well.
