I was wondering about this today. The only thing I can think of is that the database isn't correctly set up.

You could try comparing the structure of the alert_table database to one on a working system.

Guys,

 

We’ve done a fresh install for a customer and created a sample offline rule however when we run the rebuild the output states it matched however under the alert checks the device count is still 0

 

We’ve just recreated the DB and all devices with the same outcome.
