I had the same issue with Chrome.

Tried Firefox and the paypal website showed the option to pay with credit cards where Chrome didn’t.

I can also do IBAN bank transfer, but that's also not a credit card ;)

Why doesn't paypal allow you to use a CC without PP account from NL? o_O
