[Observium] Send sms

I've noticed the alerts folder having new files that include services for messaging and sms

Is it possible for you to add in TextLocal SMS API ? http://api.txtlocal.com/docs/sendsms

We use them here in the UK and they are really cheap!

It would be cool if I can send alerts to customers via sms
