[Observium] Add Bill to Normal User & Password Change for normal User

Hi All

1) I no longer can add a bill to a normal user. While the dropdown menu is there, I can select the bill, but it does not get saved by clicking on ADD.

2) Where is a normal User able to change its password? URL?
