Usually if you talk to the purchasing people and explain how cheap the product is, they'll approve it. Normally people just assume their purchasing processes are more complex than they really are.
If you really do have the inflexible purchasing department from hell, you can find one of the many software resellers who will sell it to you at a painful mark up. (you can use this fact as a way to beat your purchasing dept into not being stupid, unless you have regulatory issues, like public entities)
Alternatively, we do "manual" invoice payment for 3 year+ subs, multiple concurrent subscriptions or subscriptions including support time. We don't do this for single subs because companies with byzantine purchasing policies should suffer for it, not me (since it's a real pain to manage). :D

If your concern is getting a good receipt, Paddle does send a nice emailed receipt after you finish the purchase process.
