To follow up, I found out they have a bot for this instead of needing to always run POST commands to get IDs. 
You can send a message to the bot @IDBot to get more details.

"This bot can supply reply with your Telegram user ID.
Use /getid command to get your Telegram ID
Or alternatively, use /getgroupid to get a group's ID."

Use it with /getid to get your user ID if you want to be directly messaged. If you have a group, go into the group, I invited IDBot into my group, ran /getgroupid@idbot
