Repair you need to add a @ in the php files before the PEAR - meaning @PEAR::isError instead of PEAR::isError
Now:

I don't believe Weathermap is an official extension of Observium,
however
I did it using this webpage's instructions:

Also, FWIW, it broke when I attempted to use RRDcached.
