None of these things can affect anything.
That command just runs the poller which should already be run by Cron. Restarting the server can't have any effect on observium, since it's a cron'd script.

The graph looks like the traffic graph.
Polls seems to be working fine.
When I run ./poller.php -h <host IP> -d, it’s polling the device.

It's difficult to know what is wrong. Is there data in the port perf tab? (The right hand cog menu)
Does it show recent polls every 5 mins? If it does, it may be permissions problems.
You can try :
./poller.php -h <hostname> -d
Run as the same user that runs the poller from Cron.

If I look in the device page and click on 6 hours for a graphs, all the data (now, average, min, max, total) is showing “-nan”.
If I click on one month, there is data.
