I tent to agree with Adam here, snmp and openstack errr don't really go together. Openstack is being developed with openflow support / plugins these days. This is still an evolving area but if you want something you can use now to monitor your clouds network, physical and virtual,  have a look at Hyper-glance, 50 nodes and under is free

This isn't actually an issue related to Openvswitch or Observium. 

 

You simply need to install and configure net-snmp on the VM running Openvswitch.

If there’s no solution for this I would suggest someone building one as the lack of monitoring openstack and virtualswitches are big.
