1) svn up (now at 7287)
2) tried: housekeeping.php -b
- permissions still there
3) tried my nightly housekeeping: /opt/observium/housekeeping.php -a >> /dev/null 2>&1
- permissions still there

so far it seems to be fixed in the most recent version...

Try to set rights for a billing to an user then run "housekeeping.php
-b" and check if the rights are disappeared.
