[Observium] port alert monitor

Hello, we have create a port monitor alert in observium for alert us when a port have shutdown by one of our staff and the content of alert is : require any ifAdminStatus equals down ifOperStatus equals up

right now the problem is that observium do not alert us when a port is shutdown by a staff, how can i fix this ?/ thanks
