Regarding sysLocation, we see the same problem.
For instance, this is part of one device properties:
version      =>     15.1R5.5
hardware     =>     EX4200-24F
features     =>     Ethernet Switch
location     =>     Ibiza, Islas Baleares, Espa..a
os     =>     junos
status =>     1
where it says Espa..a, it should say España. Seems that the "ñ" was
replaced by two unknown characters, probably from the utf8 codification.
If there is any debug information that I can send for this case, let
me know.

Your issue should be fixed in r8959.
But currently this is only in Pro edition ;)
Anyway sysLocation should be already normally collected with UTF8 chars
