Running R5702 on CentOS 6.5 and not having any issues. This issue must be related to his system.
[root@GRAPH observium]# ./discovery.php -h none Observium v0.14.7.5702 Discovery
Current Revision : 5702 New Revision : 5702
[root@GRAPH observium]#cat /etc/centos-release CentOS release 6.5 (Final)
[root@GRAPH includes]# php -l debug/ref.inc.php No syntax errors detected in debug/ref.inc.php

deleted ref.inc.php and svn update did not fix it.

I found a way to get it working again by excluding php code.
doing mv includes/debug/ref.inc.php includes/debug/ref.inc.php.backup
made it work again.
