For now we want to access the observium from LAN by IP address, not from the Internet

is there any way for https local access?

The best way to do this if your install is accessible via a configured hostname is to use certbot.

 

You can add a ServerName to the /etc/apache/sites-enable/000-default.conf file above the ServerAdmin entry.
