If your device does not supply thresholds, we try to guesstimate something, which can be awfully wrong really quickly, especially with such small numbers... dropping over 10% is really easy like that. You could adjust the thresholds in the database, we don't touch them anymore once they're set - only calculate when they're empty.
If your device DOES supply them somehow, either we misread them, don't read them, or they're just wrong there ;)

The Juniper device thing was in Jira ;) I'd be happy to fix it if you email me the access details in private; I've fixed it before so shouldn't be hard, but I don't like making modifications to the code that I can't actually test.
Same answer for you for the sensor thresholds... though 207 and 0.85 don't seem very related. Maybe we misparse the APC supplied values? Or something happened to the code earlier that got fixed in the meantime. Try setting the limits to NULL for a specific sensor then have Observium rediscover the device and see what it makes of them.
On my APCs I can see and set the warning and over limit thresholds for at least current, don't know about others...
