it should be run by the poller-wrapper if the config option is set, but err, that might be undocumented :)
$config['poller-wrapper']['alerter'] = TRUE;

No emails are send on alerts
So I tried to change the email backend
$config['email_backend'] = 'sendmail';
That did not help.
So I did a test to check the php mail module.
