It looks like you might not have the $config['install_dir'] variable properly set in your config file:

# grep -n 'includes/db.inc.php' includes/definitions.inc.php
528:require_once($config['install_dir'] . "/includes/db.inc.php");

However, as you can see above, our copy of definitions.inc.php has that include on line 528 (we are running latest stable revision, 7407). It is possible that line 435 of that file in your revision is different, and doesn't refer to that config variable, but you will have to see what is on that line first to know.

Assuming that it also uses that same config variable, you just need to update/add this line in your config.php:

$config['install_dir'] = "/opt/observium";

If that doesn't fix it, then you will need to check what line 435 actually is, by running the following command:

# head -435 /opt/observium/includes/definitions.inc.php | tail -1

And then provide the output here.
