If you don't want to alert when a device goes up/down, don't alert when a device goes up/down. You can already do this with alert associations by excluding a group/os/etc of devices.

We run a bunch of H3C/HP/HPE switches and there are no SNMP answers
sometimes which lead to false-positives (i know about this issue
already). During the next polling run, the alert is then cleared and
this is annoying.
