Does the configuration in /etc/apache2/sites-enabled/000-default.conf starting at line 1 contain the configuration to point Apache to /opt/observium/html and such?

If you set it up as documented that definitely shouldn't happen.
Can you post your output of "apache2ctl -S" ?
