Change password for self user (if allowed by administrator): Top right menu -> My Settings -> Authentication http://observium/preferences/section=authentication/

Change password by Administrator: Top right menu -> Users -> Edit user -> select any user -> see "Change Password" block http://observium/edituser/user_id=<here_user_id>/

Change password allowed only for auth type mysql (not for ldap/radius/http).
