First, as you illuded to this is not a issue with Observium, and anything done in Observium is just covering up an underlying issue.

Here are two options to achieve what you are asking both having pros and cons:

1 - Use the Alert Delay in the "Edit Checker Details":

2 - Modify the conditions in the "Edit Check Conditions" to include storage_perc notequals 0 :
