[Observium] some questions about alerting

Hello, i want know how can i create following condition for my switch in observium ? 1. when unitcast pps or bps exceed more than X pps 1.2. when multicast pps or bps exceed more than X pps 1.3. when broadcast pps or bps exceed more than X pps

2. when switch port status will be down and up alert me,
