Observium is just a MySQL database, a config.php and the contents of the rrd directory.
The easiest way to migrate is just to run the install process on a new system, but replace the database insertion step with inserting a dump from the original install, and then copying over the config.php and rrd directory.

Debian 7 is like 3 years out of security support. Are you sure you want to be running something with that much access on your network devices on it?
But yeah, PHP 7 has been a requirement for a while now...
