I had the same problem with an older version and I found that there was a limitation in the PHP to send the commands to the MySQL. If you check your logs, i guess the Apache2 logs, you will see a error message, you can google that error.

To be honest I couldn't fix it, I got the MySQL command line which sets the port to disabled state and executed it in the MySQL cli.

I upgraded this morning, running Observium 0.13.11.4759. I am currently having issues with disabled ports. On the devices configuration I disabled the ports (polling & alerts), but they still show on my home page. I have removed the devices and re-added them, but the issue persists.
