Perhaps your fping is not SUID root, or you have some type of access control on your host that prevents the user-id that is running your apache/php from executing the 'fping' program ?

I can add device in command mode in observium but can not add device in WUI.
The error I found is give bellow:
Could not ping DBBL-SM-DC-PeriFW-Bdcom.
