Distribution doesn't really have much of an impact on feature development.
RHEL is "supported" as a running platform too - we don't test this ourselves but it should work.
But as Adam says, developing things is pretty much unrelated to RHEL vs Ubuntu vs ...
Great, just wanted to confirm. My first dev instance I run up on a RHEL box anyway and was no problem.
