[Observium] 95th percentile line wrong

I'm using CE 0.16.10.8128, and I've noticed the the 95th percentile line is way too high on my graphs. As in, higher than the max value. In perusing the code, I noticed that it was based on in and out BITS, whereas everything else is based on OCTETS.
