[Observium] Unable to send Telegram notifications

Hi Team,

We are facing device up down status will be not sending telegrams. As we are seeing device is up but, in the alerts, it will be not showing up showing status failed. I think issue with my switch, but it is up & working with LibreNMS properly. Anyone knows what the issue of it is.
