It is not, I have the same issue with all of my core routers and switches regarding to CPU usage (ICX6430, ICX6610, CER2024C). The memory allocation works though for ICX class. It's probably either not supported on our side, or not working in the Ironware release you are running. Given it's not a Cisco, it's more likely to be the former.
