[Observium] billing on power use?

Is it possible to add billing on power usage for PDUs? Could be 95th based or just an average for the monthly time period. Would need to sum a group of devices, each with several phases of power, the “Power” in kW.

Guessing this is something that would need a bit of development, would it be something we could sponsor to move forward?
