The service list is collected via SNMP, have you verified that the service is present in SNMP?
Windows' SNMP support is largely abandoned at this point, so I'd not be surprised if there were bugs with it enumerating new things.

Hi, I have noticed (now that I am looking) that the list of services on my windows servers is incomplete. In particular, I installed a service about 1 month ago on all my servers and this services does not show on any server in Observium.
Can someone tell me how to start troubleshooting this issue?
