It's not really clear what you're asking about.
If you're asking how to encrypt your filesystem with AES256, this would seem to be a question for your operating system.
Observium stores data in MySQL and in RRD files on the filesystem. Observium doesn't do any encryption of file storage, and neither does MySQL or rrdtool. If you want local encryption, you need to investigate encrypted filesystems.
This is quite far out of scope for a question to ask us!
Are you working from some boilerplate "security" checklist?
