We have to wait for a cron job to be run to send the alerts, because we can't do it in the syslog processing script.
Iirc you can cron alerter.php to do it more frequently!

Its also annoying because I can get 4 notifications at a 5 min interval, 1 to say port down, 1 port up, 1 port down, 1 port up, etc…
I would like them to be instant notifications when observium receives the syslog
