Yes, there is a breaking bug in r9521. Adam has not woken up and fixed it yet. You can either roll back toll r9520 or you can do "sudo a2enmod headers" There is few new headers in the .htaccess-file added in r9521 that does not work if you do not have mod_headers enabled in apache.
