We create "reports" from our environment by using dokuwiki as the structure, generating the relevant graphs via cron/rrdtool. We combine several graphs together from different sources/devices, some are subtracted from others, it's virtually limitless what you could do.
Each month, the report is automagically ready for somebody to look at and add the various notes and annotations. Then export to pdf & "file" it with the executive. The wiki then contains every historical report.
Took a little effort to set up, but hasn't needed much feeding the last 18 months or so.

That's a pretty difficult question, since there are a lot of unknown variables.
The best way to chose an NMS to to try a few and keep the one you found the most useful.
Comparing feature lists isn't often the best way, since usability is often more important.
